Xingpai shares with you: Proposals on sports hotspots in previous two sessions of my country

The National Two Sessions in 2015 have ended, and representatives from the sports industry have all appeared. I vaguely remember that last year, Yao Ming’s proposal to “cancel the approval of the event” was adopted as an example, indicating that CPPCC members can play a positive role in participating in politics. The previous two sessions have been highly valued by the international community. They are closely linked to China’s reality and future development trends, especially in 2015, which covers the “critical year”, “starting year” and “closing year”. The meaning is more special. In the listening of countless pairs of ears and watching of countless pairs of eyes at home and abroad, every tick of it may become a hot spot, focus, and highlight. Let us review the previous sports hot proposals.

1. Physical problems of adolescents

In response to the decline in the physical fitness of young people in my country, Zhong Nanshan, an academician of the Chinese Academy of Engineering during the two sessions in 2013, believed that the “Central Document No. 7” “Opinions on Strengthening Youth Sports and Enhance Youth Physical Fitness” failed to achieve significant results. Promote the project”, a five-year cycle, and strive to change the current situation in 2-3 periods.

Committee member Cui Dalin of the General Administration of Sports believes that the physical fitness of Chinese youth is not as good as that of South Korea and Japan, so physical education in schools should be strengthened, the quality of students should be improved, and all-round talent should be cultivated.

Beihang vice president Tang Xiaoqing believes that the key to the decline of students’ physical fitness is to cultivate students’ interest in sports, and school sports education must be combined with interest.

Commissioner Malone also believes that: foreign sports classrooms are obviously more interesting than domestic ones, allowing children to better appreciate the fun of sports.

2. Protection for retired athletes

In 2003, Deng Yaping and many other members of the Chinese People’s Political Consultative Conference put forward the proposal of “Recommendations on Taking Measures to Do a Good Job in the Placement of Retired Athletes.” The recommendations are as follows: establish an employment training system for retired athletes, allocate special funds from the public welfare fund and competitive sports income, establish an economic compensation system for athletes and coaches, and ensure that athletes receive nine-year compulsory education with a guaranteed quality and quantity.

3. Improve the environment for football development

The investor of Chongqing Lifan Football Club submitted a proposal for “Establishing a Fair Play Review Committee to Strengthen Industry Self-Regulation in Professional Football Leagues” in response to industry self-discipline issues in 2004. It is hoped that relevant sports arbitration institutions will be established in accordance with Article 33 of the State’s Sports Law.

Guangzhou Evergrande Club Xu Jiayin once put forward “Several Suggestions on China’s Football Reform”. He believes that there are three major problems in Chinese football: professionalization, youthfulness, poor hardware facilities and insufficient football population. He proposed to operate independently from the establishment of professional leagues. The mechanism, the construction of large-scale professional football venues, speed up the expansion of the football population to solve problems in three aspects.

4. Coaches’ treatment & athlete culture promotion

In 2010, Commissioner Liu Xiang submitted the “Recommendations on the Establishment of an Effective Guarantee Mechanism for Competitive Sports Coaches”, suggesting to improve the teaching level of coaches in an all-round way, and at the same time hope to improve the treatment of coaches. Liu Xiang also submitted the proposal of “Recommendations on Improving and Improving Athletes’ Cultural Literacy and Behavioral Quality”, calling on the hope to strengthen the education and promotion of athletes’ cultural quality.

5. Competitive sports development should shoulder international responsibilities

Meijiu Tian believes that with the continuous development of China’s sports industry, the international role of my country’s competitive sports will need to be adjusted, and it should assume the international responsibilities of a sports power and a sports power. It is suggested that my country should “more actively participate in the management of international competitive sports” and so on.

VI. Mass sports and fitness facilities

Member Liu Yunsheng believes that the utilization rate of high-standard stadiums built for many international events is not high, while the mass sports venues are seriously inadequate. It is recommended to open large stadiums free of charge to increase the utilization rate of facilities; Member Chen Zhonghe believes that there is a gap between the demand for sports facilities and the masses. The government should increase investment in sports facilities. It is recommended to reserve public space for sports in community development and establish public sports facilities to serve mass sports, especially sports for the elderly.

Seven, sports industry

The structure of my country’s sports industry is unreasonable, the interaction with the cultural industry is not close, the output value of the sports industry accounts for a low proportion of GDP, and the supporting policies of the national team sports industry and the cultural industry are not unified. Committee member Bian Zhiliang submitted the “Regarding Accelerating Sports Industry and Cultural Sports Proposal for Several Suggestions on Industrial Convergence Development.

Liu Jingmin believes that the reform of the broadcasting rights of sports events should be promoted, and the national broadcast sports stations should be organized by market behavior, or the broadcasting rights of the following events should be given to provinces, cities, and radio stations.
