十二、参赛资格：
12、Competition Qualification：
（一）资格赛
1、资格赛采用公开报名，不限年龄，不限国籍。
2、未处在任何国内外官方台球组织的禁赛期内。
12.1 Qualification
12.1.1. The qualification competition is open to all ages and nationalities
12.1.2 Not within the suspension period of any official billiards organization from
home and abroad.
（二）正赛
12.2 Final Stage
1、正赛限 128 人参加，其中 40 名选手直接参加正赛，剩余 88 名全部从资格赛中
产生。正赛参赛选手必须为完成 2023 年度中国台球协会注册的运动员会员。
12.2.1 128 players participated in the final stage, 40 players directly participated,
the remaining 88 players are all selected from the qualification
competition.Participants in the final stage must be registered athlete members of
the Chinese Billiards & Snooker Association for year 2023.

4、如遇男子排名前 16、女子排名前 4 的选手未报名参赛或不符合参赛条件，空余名额将按照排名依次顺延递补。如已报名又临时退赛的，空余名额将在资格赛未出线的选手中依据资格赛的综合成绩择优递补。

14、Registration fee:
（一）资格赛
1、国内组
1.1、国内组资格赛参赛费为人民币 400 元/人。1.2、国内组参赛费通过“星牌台球”官方微信公众号进行缴纳。
2、国际组
2.1、国际组资格赛参赛费为 60 美元/人。
2.2、国际组参赛费在比赛现场进行缴纳。
14.1 Qualification

（二）正赛
14.2 Final Stage
1、国内组
1.1、直接参加正赛的国内组选手，需一次性缴纳参赛费人民币 1000 元/人。
1.2、由全国资格赛晋级正赛选手补交正赛参赛费人民币 800 元/人。
1.3、由玉山资格赛晋级正赛选手补交正赛参赛费人民币 600 元/人。
14.2.1 Chinese Group
- Chinese players who directly participate in the competition shall pay a one-time entry fee of RMB 1000 per person.
- RMB 800 per person will be paid by the national qualifier for the final stage.
- RMB 600 per person will be paid by the Yushan Qualifier for the final stage
2、国际组
2.1、直接参加正赛的国际组选手，需一次性缴纳参赛费 150 美元/人。
2.2、由玉山资格赛晋级正赛选手补交正赛参赛费 90 美元/人。
14.2.2 International Group
14.2.2.1 International group players who directly participate in the final stage need to pay a one-time entry fee of $150 per person.
14.2.2.2 The entry fee is USD 90 /person for those who advance from the Yushan Qualification to the final stage.
（三）16 周岁及以下选手（2007 年 1 月 1 日以后出生的选手）以及女子选手如未晋级正赛，赛后可退还参赛费。如晋级正赛，不退还参赛费。
14.2.2.3 Participants aged 16 and under (born after January 1, 2007) and female participants who do not qualify for the final stage will be refunded after the event. If the player reaches final stage, the entry fee will not be refunded.
十五、报到：

（一）资格赛
1、国内男子资格赛选手报到时间1.1、第一场资格赛报到时间截止至北京时间 2023 年 6 月 9 日 20:00。
1.2、第二场资格赛报到时间截止至北京时间 2023 年 6 月 12 日 20:00。
2、国内女子资格赛选手报到时间
1.1、第一场资格赛报到时间截止至北京时间 2023 年 6 月 11 日 20:00。
1.2、第二场资格赛报到时间截止至北京时间 2023 年 6 月 13 日 20:00。
3、国际资格赛选手报到时间
报到时间截止至北京时间 2023 年 6 月 11 日 20:00 截止。
15.1 Qualification
15.1.1 Player Registration time for Chinese Men’s qualifiers
(1)Player registration for the first qualifying session is due at 20:00 Beijing time on 9 June 2023.
(2)The player registration deadline for the second qualifying session is 20:00 Beijing time on 12 June 2023.
15.1.2 Player Registration for Chinese Women qualifiers
(1)Player registration for the first qualifying session is due at 20:00 Beijing time on 11 June 2023.
(2)Player registration for the second qualifying session will be open until 20:00 Beijing time on June 13, 2023.
15.1.3 Player Registration time for international qualifiers
The player registration deadline is 20:00, June 11, 2023 (Beijing time).
（二）正赛国内组、国际组所有参加正赛选手报到时间截止至北京时间 2023 年 6 月 15 日20:00。
15.2 Final Stage
The player registration deadline for all participants in the Chinese and international groups will be 20:00, June 15, 2023 (Beijing time).
（三）所有正赛参赛选手必须参加 2023 年 6 月 16 日举行的比赛开幕式。
15.3 All participants must attend the opening ceremony on June 16, 2023.
十六、竞赛办法：
16、 Competition method:
（一）比赛规则
1、执行中国台球协会 2017 版《中式台球竞赛总则》，全程使用三角框摆球、轮流开球。
2、资格赛除直播台之外全部由区域裁判巡场，所有区域裁判巡场的场次由双方选手自行比球、摆球、记录比赛成绩，并相互监督犯规行为。如有需要声明的事项应向对方告知，若任何一方对一次击球有疑问，可寻求巡场裁判判定。
3、由裁判员单独执裁的比赛限时 45 秒出杆，剩余 10 秒提醒一次，剩余 5 秒读秒，双方选手每局比赛均可申请一次 45 秒的延时，决胜局不限时。由区域裁判巡场的比赛原则上不计时，但对故意拖延时间的行为，裁判长有权临时决定对该场比赛采取限时出杆。
4、每位选手每场比赛可在局间使用一次暂停，（分阶段的场次每阶段可使用一次暂停）时间为 5 分钟，任何一方超时未返回比赛场地将被判负一局。无论由裁判执裁的场次还是由区域裁判巡场的场次，使用暂停必须向当值裁判员表明意图。
5、每轮比赛裁判长宣布比赛开始后，未到场的选手将被判负一局，15 分钟后仍未到场视为弃权。
16.1 Competition Rules
16.1.1 Implement the 2017 edition of the Chinese Billiards and Snooker Association’s “General Rules for Chinese Billiards Competition”, using a triangular frame to swing the ball and take turns kicking off the ball throughout the entire process.
16.1.2 All qualified matches, except for the live broadcast, are toured by regional referees. The sessions which are toured by regional referees are compared, placed,recorded, and fouls are monitored by both players themselves. If there are any matters that need to be declared, the other party should be informed. If either party has any questions about a stroke, they can seek the judgment of the tour referee.
16.1.3 The game which is decided by the referee alone is limited to a 45 seconds shot , with a reminder of the remaining 10 seconds and a count of the remaining 5 seconds. Both players can apply for one 45 seconds delay in each game, and there is no time limit for the decide frame. In principle, games toured by regional referees are not timed, but for intentional delay in time, the presiding judge has the right to temporarily decide to take a limited time shot for the game.16.1.4 Each player can use a pause between innings in each game, with a duration of 5 minutes (Staged sessions can use one pause per stage). Any player who fails to return to the playing field after the timeout will be awarded a loss of one inning. Regardless of the number of matches judged by the referee or toured by the regional referee, the use of a pause must indicate the intention to the referee on
duty.
16.1.5 After the referee announces the start of each round of competition, players who are not present will be sentenced to one loss. Failure to appear after 15 minutes will be considered a waiver.
（二）赛制
16.2 Competition system
1、资格赛
1.1、国内男子组
分两场进行，采用单败淘汰，全部采用 13 局 7 胜。每场晋级 8 名，共 16 名。
1.2、 国内女子组
分两场进行，采用单败淘汰，全部采用 9 局 5 胜。每场晋级 4 名，共 8 名。
1.3、国际男子组
分两场进行，采用单败淘汰，全部采用 13 局 7 胜。每场晋级 8 名，共 16 名。
1.4、国际女子组
分两场进行，采用单败淘汰，全部采用 9 局 5 胜。每场晋级 4 名，共 8 名。
1.5、组委会有权根据实际报名情况调整晋级正赛的名额。
16.2.1. Qualifier
(1) Chinese Men’s Group
It will be played in two sessions, using single elimination, all adopt 7 of 13. 8 qualify for each tournament, a total of 16 players.
(2) Chinese Women’s Group
It will be played in two sessions, with a single elimination, all adopt 5 of 9. Each session advances 4 players, totaling 8 players.
(3) International Men’s Group
It will be played in two sessions, with a single elimination, all adopt 7 of 13, Each session will advance 8 players, totaling 16 players.
(4) International Women’s Group
It will be played in two sessions, with a single elimination, all adopt 5 of 9. Each session will advance 4 players, totaling 8 players.
(5) The organizing committee has the right to adjust the quota for promotion to the main competition based on the actual registration situation.
2、正赛
2.1、正赛共 128 人，其中国内男子组 72 人、国内女子组 12 人、国际男子组 32人、国际女子组 12 人，共分三个阶段进行。
2.2、第一阶段分为国内男子组、国内女子组、国际男子组、国际女子组四个组别，每个组别分别进行双败淘汰赛，全部采用 17 局 9 胜。
（1）国内男子组分为 9 个 8 人组，每组晋级 4 人，共晋级 36 人；
（2）国内女子组分为 3 个 4 人组，每组晋级 2 人，晋级 6 人；
（3）国际男子组分为 4 个 8 人组，每组晋级 4 人，晋级 16 人；
（4）国际女子组分为 3 个 4 人组，每组晋级 2 人，晋级 6 人。
第一阶段共 64 名选手晋级第二阶段的比赛。
16.2.2 Final Stage
16.2.2.1 A total of 128 players, including 72 in the Chinese Men’s group, 12 in the Chinese Women’s group, 32 in the International Men’s group, and 12 in the International Women’s group, which are divided into three stages.
16.2.2.2 The first stage is divided into four groups: Chinese Men’s group, Chinese Women’s group, International Men’s group and International Women’s group.Each group will carry out double elimination matches respectively. All of them will win 9 of 17.
(1)Chinese Men’s group is divided into 9 groups of 8 players, each group of 4 qualified, a total of 36 qualified;
(2)The Chinese Women’s group is divided into 3 groups of 4 players, each group qualified 2, qualified 6;
(3)The International Men’s group is divided into 4 groups of 8 players, each group qualified 4, qualified 16;
(4)The International Women’s group is divided into 3 groups of 4, each group qualified 2, qualified 6.
A total of 64 contestants from the first stage are advanced to the second stage.
3、第二阶段分为男子组（国内男子组与国际男子组合并）和女子组（国内女子组与国际女子组合并）两个组别，每个组别进行双败淘汰赛，全部采用 21 局 11 胜。
（1）男子组 52 人，分为 6 个 8 人组和 1 个 4 人组。8 人组每组晋级 4 人，4 人组每组晋级 2 人，共晋级 26 人。
（2）女子组 12 人，分为 3 个 4 人组，每组晋级 2 人，共晋级 6 人。第二阶段共
32 名选手晋级第三阶段的比赛。
16.2.3 The second stage is divided into two groups: Men’s group (Chinese Men’s group combined with International Men’s group) and Women’s group (Chinese Women’s group combined with International Women’s group). Each group will have double elimination matches, all of which will be 11 wins of 21 games.
There are 52 players in Men’s groups, divided into 6 group of 8 players and 1 group of 4 players. Each group of 8 players qualified 4, and each group of 4 players qualified 2, for a total of 26.
The Women’s group of 12 is divided into 3 groups of 4 players, each group of 2 qualified, a total of 6 qualified.
A total of 32 contestants from the second stage are advanced to the third stage.
4、第三阶段至决赛所有选手合并，不分组别，全部采用单败淘汰赛。其中半决赛和三、四名决赛采用 41 局 21 胜（分两个阶段），决赛采用 81 局 41 胜（分两天四个阶段），其余比赛全部为 25 局 13 胜。
16.2.4 From the third stage to the final, all players will be combined, regardless of group, and all single-loss knockout matches will be adopted. The semifinals and the third and fourth place finals will be 21 of 41 (divided into two stages), the final will be 41 of 81 (divided into two days with four stages), and the rest will be 13 of 25.
（三）抽签
16.3 Draw lots
1、资格赛
1.1、资格赛不设种子，全部混抽入位。参赛选手可根据自身情况现场抽签，也可由裁判员代替抽签。
1.2、资格赛抽签全程进行视频直播。由裁判员代替抽签选手需服从抽签结果。
16.3.1. Qualifier
(1) There are no seeds in the qualifying round. All are mixed. The contestants can draw lots on site according to their own situation, or the referee can draw lots instead.
(2)The qualifying draw was broadcast live on video. Players who are replaced by a referee must obey the result of the draw.
2、正赛
2.1、第一阶段四个组别将直接参加正赛的选手设为种子。从资格赛晋级的选手全部混抽入位。
2.2、正赛第二阶段将第一阶段胜部晋级的选手依据胜率排序设为种子，胜率相同者依据排名进行排序，如排名相同或都无排名则抽签决定。败部晋级的选手全部混抽入位。
2.3、所有参加正赛的选手必须出席现场抽签仪式和比赛技术会议。无故不参加的选手将处以人民币 2000 元罚款。
16.3.2 Final Stage
(1) In the first stage, the four groups will be seeded directly into the competition.All the qualifiers were mixed in.
(2) In the second stage of the main match, the winners of the first stage will be seeded according to their winning rate, and those with the same winning rate will be ranked according to their ranking. If the ranking is the same or there is no ranking, the decision will be drawn. All the players from the losing division were mixed in.
(3) All participants must attend the draw ceremony and technical meeting.Players who do not participate without a reason will be fined CNY 2,000.
3、组委会将邀请公证人员对资格赛和正赛的抽签过程进行现场公证，抽签结果将在星牌台球官方微信公众号进行公布。
16.3.3 The host committee will invite notaries to notarize the drawing process of the qualified stage and the final stage on the spot, and the drawing results will be announced on the Xingpai Billiards WeChat official account.
（四）申诉办法及流程
1、对当值裁判裁决不服的申诉需在判罚后双方选手下一击前提出，否则不予受理。
2、如对当值裁判员的最终判罚有异议，可向裁判长进行申诉，裁判长的决定为最终裁决。
16.4 Appeal methods and procedures
- Any appeal against the judgment of the referee on duty must be raised before the next strike by both players after the penalty is awarded, otherwise it will not be accepted.
- If there are objections to the final judgment of the referee on duty, they can appeal to the chief referee, and the referee’s decision is the final decision.
十七、奖励办法：
（一）注册为中国台球协会运动员个人专业会员的选手可获得中国台球协会（CBSA）中式台球积分排名，积分办法依照《中国台球协会球员积分排名办法（试行）》执行，详见中国台球协会官方网站。该积分将作为中国选手参加总决赛的唯一标准。
（二）冠、亚军获得赛事奖杯、奖牌，前 16 名选手均获得中国台球协会颁发的赛事获奖证书。
（三）奖金分配：
备注：比赛奖金均为人民币税前金额，所有获奖选手由承办单位按照国家税收规定代扣代缴 20%税金。最佳运动员是在正赛期间连续清台（包含炸清和接清）数量最多的选手，如多名选手连续清台数量相同，则奖金平分。所有奖金将在比赛结束后 15 日内，发放至选手登记的银行卡账户。
17、 Reward method:
（1）Players who registers as individual professional members of the Chinese Billiards & Snooker Association can obtain the Chinese Billiards & Snooker Association (CBSA) Chinese Pool Point Ranking. The scoring method is implemented in accordance with the “Chinese Billiards & Snooker AssociationPlayer Point Ranking Method (Trial)”, as detailed on the official website of the Chinese Billiards & Snooker Association. This point will be the only criterion for participating in the finals.
（2）The champions and runners up won the tournament trophy and medal, and Top 16 players won the award certificate issued by the Chinese Billiards & Snooker Association.
（3）Bonus list：
Remark:The prize money for the competition is before tax in RMB, and all winning contestants will be deducted and paid 20% of the tax by the organizer in accordance with national tax regulations. The best athlete is the one who has the highest number of consecutive clearance (including blast clearance and pick up clearance) during the competition. If multiple players have the same number of consecutive clean ups, the prize money will be divided equally.All bonuses will be distributed to players’ registered bank card accounts within 15 days after the end of the competition.
十八、参赛要求：
1、男子选手须上身穿长袖衬衫、马甲、领结，下身穿深色西裤，穿正装皮鞋；女子选手可着时装，服装优雅、得体、大方，服装不符合要求者禁止参赛。
2、赛会赞助商两块标识由组委会统一制作，每位参赛选手必须佩戴在指定部位(左手握杆的佩戴在右胸；右手握杆的佩戴在左胸；手臂上为中国台球协会指定商标位）。每位参赛选手至多可佩戴两块商业或政府标识，每块尺寸不超过 5 厘米×8厘米，圆形商标直径不超过 7 厘米,必须佩戴在指定位置（左胸或右胸）。如有违反经指正不改者将被取消比赛资格；非指定部位不能佩戴任何标识，否则不准参赛。
3、遵守赛会纪律，服从赛会安排。
4、参赛选手参加比赛期间，未经组委会批准不得参加任何商业赛事和宣传活动。5、参赛球员须在赛前 15 分钟到赛会指定检录处报到，由赛会人员检查参赛球员的服装、商业标识是否符合要求，并在赛前 5 分钟到达比赛场地入口，由裁判员带领参赛球员进入比赛场地。
6、比赛场馆内禁止吸烟，参赛球员禁止携带移动电话进入场地，在比赛进行中禁止场外指导，如出现违反赛会规定和不文明的行为，将被视为违反体育道德受到处罚。
7、赛事期间严禁酗酒和任何形式的赌博行为，严禁任何违法乱纪和有悖道德伦理的行为，违者将被取消参赛资格。
8、严禁任何形式的打假球、操纵或变相操纵比赛的行为，一经认定，将按相关规定严肃处理，情节严重的将移交司法机关处理。
9.对于赛事期间的违规违纪违法行为，中台协将依据《中国台球协会纪律准则和处罚规定》做出相应处罚。当事人对处理结果不服的，可依法依规申请体育仲裁。
18.Entry requirements：
1.Male Players must wear a long sleeved shirt, vest, and bow tie on the upper body,dark color dress pants on the lower body, and formal leather shoes; Female players are allowed to wear fashionable clothing, which is elegant, appropriate, and generous. Those whose clothing does not meet the requirements are prohibited from participating.
2.The two logos of the tournament sponsors will be uniformly made by the organizing committee, and each contestant must wear them on designated parts(the ones holding the cue with the left hand should wear it on the right chest; the ones holding the cue with the right hand should wear it on the left chest; the armsshould be designated by the Chinese Billiards & Snooker Association trademark bit.Each contestant can wear up to two commercial or government logos, each with a size of no more than 5cm x 8cm, the diameter of the round mark shall not exceed 7cm, and must be worn on the designated position (left or right chest). Those who violate the rules and do not make corrections will be disqualified from the competition; non-designated parts cannot wear any logo, otherwise they will not be allowed to participate.
3.Abide by the discipline of the competition and obey the arrangement of the competition.
4.During the competition, participants are not allowed to participate in any commercial events or promotional activities without the approval of the organizing committee.
5.Participating players must report at the designated checkpoint of the competition 15 minutes before the competition. The competition personnel will check whether the clothing and commercial logos of the participating players meet the requirements, and arrive at the entrance of the competition venue 5 minutes before the competition. The referee will lead the participating players into the competition venue.
6.Smoking is prohibited in the competition venue, participating players are prohibited from carrying mobile phones into the venue, and off-site guidance is prohibited during the competition. Any violation of the rules of the competitionand uncivilized behavior will be considered as a violation of sports ethics and punished.
7.During the competition, it is strictly prohibited to drink excessively and engage in any form of gambling, as well as any behavior that violates the law, discipline, and ethics. Violators will be disqualified from participating.
8.Any form of match fixing, manipulation, or disguised manipulation of the game is strictly prohibited. Once confirmed, it will be dealt with seriously in accordance with relevant regulations. If the circumstances are serious, it will be transferred to judicial authorities for handling.
9.For violations of rules and regulations during the competition, Chinese Billiards & Snooker Association will make corresponding punishments in accordance with the “Chinese Billiards & Snooker Association Disciplinary Guidelines and Penalty Regulations”. If the parties are not satisfied with the handling result, they may apply for sports arbitration in accordance with laws and regulations.
